I rather be in manila than cebu, fastest growing economy? maybe, maybe not. in fact CALABARZON and CENTRAL LUZON has even higher GRDP than the entire CENTRAL VISAYAS. In terms of human development index cebu is lagging behind benguet, rizal, cavite, laguna, bataan, pangasinan, pampangga, nueva vizcaya. manila has its tall sky scrapers biggest shopping malls, grandest hotels, transportation systems, beautiful sun set, best night life, best schools in the country, and if you are not happy with that. neighbouring provinces can offer the widest selection of amenities and activity's. like laguna for hot springs and resort, and enchanted kingdom which is the philippines best theme parks, tagaytay if you are looking for a relaxing vacation over looking taal volcano with cool weather and fresh air. and batangas for magnificent beaches and this is just 2-6 hours away from manila. and if your not happy with that! go to davao! lolz!
